Anyway, the aforementioned “Ledger” tech has already been unlocked. It’s actually funny because Philippe should be the culture head for the French, but Crusader Kings III can be iffy at times. It can take many years, and only the culture head (the ruler with the most number of counties of a certain culture in their realm) can do this.
